Can fiancee's travel with K1 from the Philippines during 60 day ban?

My fiancee's K1 Visa was approved and I was about to head to the Philippines to help her move out of her apartment, then fly back to the US with her. The day before my flight President Durerte lclosed down the Philippines to foreigners coming in and put most of the country on lockdown. Right now, my fiancee can barely leave her neighborhood to go grocery shopping. Getting to the airport would be impossible. We are hoping restrictions will loosen up in mid May. If so, will we have a problem getting into the US on her K1 visa with the ban in place? Should I at least meet her in Japan and fly back with her since she's never really flown before and is nervous about immigration and customs? We've both tried to call the embassy in the Philippines and dept of immigration here in the US, both are closed. Any advice would be helpful Thanks
