About the status of an old and approved I-130

The I-130 application that my mother(US resident back then, citizen now) filled on my behalf was approved when I was 15 years old. However, I never made use of it and stayed in my home country.

I think the application might not have expired because:

  1. My mother asked about it during her US citizenship interview (5 years ago), and they told her that my case shouldn't be closed and just pending.
  2. The first time that I applied for a B1/B2 visa (one year ago), the first thing that the consular officer asked me was to show him my US resident card (which I didn't had obviously). He explicitly said that I had an approved an pending immigration application. The interview was very long but my visa was approved that time (but for one month only).
  3. The second time that I applied for a B1/B2 visa (one year ago also), my visa was rejected (unlike my first interview, this one was very short). In both occasions the reason for traveling was to attend an academic conference. I suspect that consular officer just rejected it based on the old I-130 (although he didn't ask about it).

Now I'm 28 years old (single) and want to go for a PhD to the US next year. What should I do ?

DS-260 Have you ever attended any educational institutions at a secondary level or above?

Ok so I’m not sure what to put down here, I have a high school diploma and currently attending college! So for the occupation part for a previous question I put down the school I go to and address, however I am uncertain what to put down here, I put my high school start and end date but do I also include the college? Because it says highest level of education COMPLETED but also in the drop down menu there is an option that says UNIVERSITY,NO DEGREE which if I do choose then I will have to fill out the school information and then a start date and an end date which I still do not know this is the only question I’m struggling will and have looked into it but no straightforward answer!
