Biden announced he will put forward a bill to provide a pathway to citizenship for undocumented/illegal immigrants. Can ge do this without also allowing legal immigrants (almost all indians) who have been waiting a decade or longer

What will the text of the bill look like?

If it guarantees a green card to anyone who has been in the US for 10 (or some other large number) years or longer, it will almost certainly allow a large number of h1b holders from India to also avail of the benefit.

Will they include a clause that says it will only apply to those who entered illegally or overstayed? That would be weird and almost certainly be overturned in court because of the equal protection clause, won't it?
