Delay in H1B premium processing

Hello,

I had my h1b sponsored by a university with the premium option. The university sent in my package on Feb 8th, 2021 but the uscis haven't even sent a receipt notice as of Feb 24th. Is it normal? The website says that premium processing normally takes 1-15 days, so I'm getting a bit anxious. Does trying calling the uscis help? Or are there any other means of giving them a nudge? On a different note, I concurrently applied for OPT just to have different options and I did receive the receipt note from uscis. Is it possible that my opt is somehow slowing down my h1b approval? Thanks for your input!
