Can TN Visa be renewed after H1-B not getting selected in lottery ?

I am a Canadian looking to immigrate to US on TN Visa. I have the necessary education and work experience qualification. I am thinking about going to US on TN Visa and then switch to H1-B. The problem is H1-B is lottery and if I donot get selected in lottery couple of times (i.e. by the time TN Visa might be needed to be renewed as TN Visa is only for 3 years) would I become inelligible for TN Visa renewal as TN Visa does not have dual-intent whereas H1-B has dual intent. Dual intent means you are elligible for green card.

Hi, When I entered my information into the CBP compliance check, my result was this "Days Overstayed: N/A and Days Left to Leave the Country: N/A" I also recieved the message: Your traveler status is not available at this time. If you have not received results, you are not among the eligible travelers for the traveler compliance check at this time.
