Green card holders applying for a green card for a baby born abroad during the pandemic

Two green card holders are trying to apply for a green card for their baby who was born in their home country Tajikistan during the pandemic. They were given a one year visa for the baby on arrival in the US last month. Their daughter was also born abroad a few years ago and they made an appointment with USCIS and were able to adjust her status without paying a fee. However this time they are unable to make an appointment due to the pandemic and it says they need to file an I-130 (with a 535 dollar fee) for the baby online. They claim they haven’t filed this before for their other daughter. Is it necessary to file I-130? Both parents have had permanent resident status since 2017.
