Proving fraudulent marriage to USCIS

Hello, So about 5 years ago my FiancĂ©e co-sponsored his fathers wife to come to the US from Mexico on the K1 visa. They married in 2017. Her 3 year green card expired in early 2020, and due to world events, her green card was extended until June 2021. My fiancĂ©e’s father unfortunately passed away in late 2020, and his wife had proceeded to kick out my minor in laws from their home and took control of all the finances. She also attempted to get restraining orders on myself and my fiancĂ©e and my in-laws, but was laughed out of court and told to go to probate.

We are now at a little over 6 months since my father in laws death, and she is already in a relationship with my father in laws married brother. We have reason to believe their relationship predates my father in laws death and that she used my father in law to get a green card, as his brother isn’t a citizen and couldn’t get her here on his own. We have tried filling out the form on the USCIS website and contacting ICE, but have had no response. My fiancĂ©e is worried about her having to stay due to the fact he is financially responsible for her for life unless she gets deported or becomes a citizen. Where do we go from here? Do we hire a lawyer? Do we continue to call ICE and USCIS? Thank you.

NVC Case FE Review note

Hi everyone, my family and I are under the F3 category and we just received a notice from NVC that our documents have been approved and that we are Documentarily Qualified. My only concern is this message that we received today in addition to the acceptance: " [Name of petitioner] does not meet the minimum income requirement to sponsor the intending immigrants for this case. The consular officer will make a decision regarding this requirement at the time of the interview. For more information, please visit https://www.uscis.gov/i-864p . To avoid delays, an additional Affidavit of Support Form I-864 for a joint sponsor may be submitted." We already have a petitioner and a household sponsor (the household sponsor's income is above the required level), but still unsure why we received this. Has anyone else received this message? All of our documents say "Approved" on NVC. Does this mean we have to find another sponsor? Can we show the consular officer our ...
