Covid Travel restrictions from Schengen area

Hi everyone,

Not sure if I’m right here with my question, but I think here are the right people to ask.

I’m German citizen living in the US on a green card. In the last couple of month I got married and my wife gave birth to our daughter. My parents are pretty eager to see there grandchild obviously. They booked a flight to the US in mid July.

I told them about the travel restrictions and they said they read about it on the German foreign office website and think they qualify for an exception since I’m LPR and they come to visit me (the German website is very vague about the exceptions).

I read the presidential proclamation and don’t think they qualify for an exception.

Am I right that they don’t qualify for an exception? Is there any realistic chance that the restrictions get lifted and they can enter the US in July?
