US Permanent Resident out of country for 18 months due to COVID without reentry permit

My mother is a UK citizen and a US permanent resident. In February of 2020, she traveled to the UK for what was meant to be a 6-week trip. When COVID hit she has avoided travel (she is part of an at-risk group) and has remained in the UK ever since. She never expected to be out of the US for so long, so she never applied for a re-entry permit. Once finally getting vaccinated in May, she has avoided travel both due to the lack of clarity in her immigration status and because the UK restricted return travel from the US.

At this time, what steps should she take to understand her residency status? If the residency was forfeited due to her being out of the country for 18 months, is there anything she can do to try and reinstate it?
