Entering US just with a GC, expired passport

Hi everyone I tried looking through posts to see if anyone else had this situation but had no luck on this specifically! I have a family member who is a GC holder and has a valid GC that wants to fly back to the US

Only issue is that her passport (foreign passport) is expired and the country she’s in is not currently renewing passports or doing anything because of the pandemic

What are our options here? Can she come into the country with just her GC? Any help would be appreciated!!
