Move now or later?

I have a friend who recently married a woman who has 2 kids overseas and wants to bring them to the US. He figures he has 2 years to build himself up ( like finish school, get a degree like an associates, and save money for the move) while the case processes ( he estimates 2 years due to backlogs and COVID)

He lives in NY but would like to move to New Hampshire in the future and start a new life with his new family there. He wants to know if he should wait for Immigration to process their case and is legal to come to the US to NY and Than move to NH with them.

He is temporarily out of work and hasn't started a petition for her and her kids due to needing money to be able to support her and to begin to the process. How should he proceed?
