I am a Canadian Citizen in Canada, and am planning on applying for my first TN status in 2 weeks. I am trying to find out if I can drive my car to Oregon without formally importing it immediately? I asked for the compliance letter from the manufacturer, but I'm trying to plan ahead in case I do not receive the letter in time.

This is confusing to me, because as a Canadian I believe I can have a car in the USA for 1 year with just registration/insurance and a driver's license, and this link is stating 90 days and requires a approval letter from the EPA.
Essentially I just want to know, if I try to drive across the border to get my TN visa, will I get stopped if I don't have the paperwork to import the car on the spot? I understand there's timeline limitations on registering/insuring/importing it, I just don't want to have to turn around at the border. I'm just not sure on how it works because it says 1 year limit is for non-residents, and I'm not sure how I'll be classified.
