I [19m Morocco] keep receiving an interview waiver letter instead of the page to schedule an appointement on CGI federal

I'm trying to aquire a nonimmigrant F1 visa for the first time in order to go to the US. the problem is: after filling out my ds160 form correctly and making my cgi federal account, answering the questions correctly and paying the fee. My account gets sent an interview waiver letter.

I have called the us embassy call centers around 6 times now. they have escalated my case a countless number of times and so far it's still the same. interview waiver and no page to schedule my appointment.

has anyone ever had this happen to them. what did you do in rder to solve it ?
