Parents want to travel to Mexico in a few weeks but my Dad's Green Card is Expired

We just found out his Green card expired over a year ago and we filled out the I-90 and made the payment. My parents want to leave in early December for three weeks but are worried they'll be denied re-entry. Relative of ours said that as long as my dad presents his driver's license, the expired green card, and a receipt of the application (how do you even get that), that they will allow him re-entry no problem which I highly doubt. Called the USCIS office but it's just an automated message, can't speak to anyone, don't have the slightest idea how this situation can be resolved soon.

All of this is very urgent but of course I understand that there's the chance nothing will get sorted out within two weeks. What is it that we need?
