If the government makes it easier for foreigners to obtain a work visa, wouldn't that encourage people to come legally?

I had a supervisor who was here in the U.S on a work visa but she has her masters degree. Even with her masters, it was a difficult process getting a visa to stay here. Better have your masters or PhD or MD or whatever or you're screwed. However, if it was easier for people to get a visa legally, then they won't be coming here illegally right?
